Digital Starter Grant Program 2025-26
Empowering Queensland’s regional remote communities through digital inclusion.
Digital inclusion is more than just access to technology—it’s about equity, opportunity, and connection. As digital transformation continues to shape how we live, work, and engage with the world, it’s vital that all Queenslanders—regardless of where they live—can confidently access and use digital technologies.
The Digital Starter Grant Program is a new initiative designed to bridge the digital divide in small towns within Queensland’s regional remote communities. Led by State Library of Queensland and supported by the Queensland Department of Customer Service, Open Data, Small and Family Business, this grant supports digital access and learning opportunities in locations with limited connectivity and technology access.
The grant is open to 32 eligible councils to enhance digital inclusion by providing high-performance connectivity solutions to enable local participation in community programs to build digital skills.
The Digital Starter Grant Program will provide 20 grants of $15,000 to:
- Establish internet connectivity in libraries and trusted community spaces using low Earth orbit (LEO) satellite services (an alternative technology solution may be considered but must enable adequate latency for group digital training and multiple users)
- Provide digital equipment for community use.
This initiative is part of State Library’s Regional Digital Development project which deploys 4 Regional Digital Development Officers (RDDOs) across 32 regional remote Local Government Areas. RDDOs work with Regional Organisations of Councils (ROCs) and councils to identify opportunities for regional communities to realise their digital potential and participate digitally—from accessing health and education services to staying connected with family and culture.
