Regional digital inclusion overview

State Library’s Regional Digital Development Officers (RDDOs) work across regional and remote Queensland to gather data on digital access, affordability, and ability to design place-based digital skills programs to help individuals and communities realise their digital potential.

South West Queensland region map

The South West Queensland RDDO region extends across 7 local government areas: Balonne, Bulloo, Goondiwindi, Maranoa, Murweh, Paroo, and Quilpie. The region covers over 338,000 km² with a population of just under 35,000 people.

Access to digital services varies across the region. While some communities have benefitted from previous investments and partnerships, others continue to experience limited access to devices and guided digital learning opportunities. Many training resources are available online, which can present challenges for individuals who prefer or require in-person support.

Community engagement across 22 towns and more than 40 stakeholder meetings has highlighted a strong interest in digital skills programs. Residents expressed a preference for in-person delivery, with particular interest in learning that is connected to everyday life – such as creative media, health technology, and agriculture. Timing and accessibility are also important, especially for working residents and carers.

The Australian Digital Inclusion Index (ADII) identifies several groups at greater risk of digital exclusion in the region including older people, First Nations Australians, low-income households, people with disability or chronic health needs, culturally and linguistically diverse communities, and residents with lower levels of formal education.

Libraries, neighbourhood centres, and community organisations across the region provide valuable digital support. Strengthening local capacity through training, resources, and community partnerships will help ensure that all residents can build the skills and confidence needed to participate fully in the digital world.
