Evaluation of State Library’s Digital Inclusion Program

State Library engaged Queensland University of Technology’s (QUT) Digital Media Research Centre to evaluate its Digital Inclusion program. The evaluation examined how effectively the program aligns with strategic priorities and supports meaningful digital participation across Queensland. 

QUT was selected for its recognised expertise in digital society research and its longstanding partnership with State Library. 

The evaluation focused on key digital inclusion initiatives: 

  • Growing Indigenous Knowledge Centres (IKCs) 
  • Regional Digital Development 
  • Deadly Digital Communities 
  • Digital and You (visual identity and app) 

These initiatives were assessed for their impact on building digital skills, confidence, and community engagement — particularly for people facing barriers to digital inclusion. 

The findings highlight the importance of: 

  • Community-driven, place-based approaches 
  • Investment in local capacity 
  • Creative and culturally relevant programming 

Together, these elements are critical to achieving sustainable digital inclusion outcomes. 

The report provides practical insights to inform future funding opportunities, strengthen partnerships, and support advocacy for the vital role of libraries and IKCs in advancing digital inclusion across Queensland.
