The foundation stone for the church was laid on the 30th November 1878 by the Governor, Sir Arthur Edward Kennedy. The Brisbane Courier reported that the site was admirable being at the corner of Vulture and Cordelia Streets and at the centre of a large community.

The building was designed by Andrea Stombuco and was never entirely completed to its original design. However it is considered to be a rare example of an early Anglican stone church.

The Queenslander newspaper maintained in 1882 that "the new church, so far as the work has progressed, presents a pleasing and substantial appearance, and when the original design of Mr Stombuco, the architect, is fully carried out, and the steeple erected, St Andrew's will undoubtedly be one of the ornaments of the city."
