Queensland Public Libraries Performance Management Framework
The Public Library Performance Management Framework is being developed to assist the State Library, public libraries and Councils to:
- measure overall state-wide and individual local government public library performance and performance in facets of library service
- benchmark library performance against standards and peers
- identify best practice and areas needing development
- provide an evidence-base for identifying the value of library services and advocacy

This draft document outlines the key roles of public libraries which can be identified, measured and used to advocacy. It has been developed by the Performance Management Framework Working Group (details below).

The Public Library Performance Management Framework Working Group (PMFWG) is an advisory group to the State Library of Queensland with representatives from public libraries and peak bodies. The PMFWG provides advice to the State Library on the development of performance measurement and reporting for public libraries in order to support the development of public library services in Queensland in accordance with the Expanding Horizons positioning paper.

Statistics Collection and Management Tool
As part of the Public Library Performance Management Framework, the State Library is acquiring software for the web based collection of statisitcs for the annual Queensland Public Libraries Statistical Bulletin. The software will also enable each local government to design and generate reports and benchmark performance against peers and standards. Training in the use of this software and a variety of user assistance options will be provided.State Library Reporting to Local Government
The State Library will continue to publish the annual Queensland Public Libraries Statistical Bulletin, but will, with the advice of the Public Library Performance Management Framework Working Group, develop customised reports to provide feedback to each local government based on data provided to the State Library, state-wide aggregates and time series, using the statisitcs tool.
