The land bounded by Adelaide, Albert and Ann Streets was originally a swampy depression, part of a string of waterholes which ran from the foothills of Windmill Hill until, as a creek, it entered the river near the intersection of Eagle and Creek Streets.

As early as 1882 this area was reserved as a future Town Hall site; however it was not until 1917 that building commenced. In the interim the land served a number of purposes, including that of an entertainment area. Brisbane's first roller-coaster operated here in 1890. Stables also occupied much of the site. The new City Hall was officially opened there on 8 April 1930.
