Our Disability Action Plan

State Library of Queensland (SLQ) is an inclusive and welcoming place where everyone can connect with ideas and creatively engage with each other. Our Disability Action Plan 2017 represents our proactive and public commitment to taking a lead role in providing accessible and inclusive library and information services for all Queenslanders with disability. This plan is positioned within a wider SLQ policy context.

SLQ and the network of over 340 public libraries and Indigenous Knowledge Centres across Queensland work with and support people with disability, carers and the wider community. Approximately 43% of Queenslanders are library members. Libraries across the state have a focus on providing accessible and inclusive collections and services, embracing diversity, addressing disadvantage and enhancing life participation via strong community connections.

Disability may be hidden or evident from birth, episodic or stable. It may be physical, sensory, intellectual, neurological, mental health, psychosocial or a learning disability. Disability may be temporary or permanent, total or partial, lifelong or acquired.

The Australian Bureau of Statistics 2015 Survey of Disability, Ageing and Carers (SDAC) estimates 18.3% of Australia’s population (4.3 million people) have a disability. In Queensland, it is estimated 17.7% of the population (822,800 people) have a disability and about 10.2% of the population (474,300 people) are carers.

SLQ has a responsibility under the Disability Discrimination Act 1992 (Cth) to ensure people with disability are not discriminated against in the provision of services and programs to ensure we provide equitable access to our facilities, services and programs for people with disability. This document outlines how SLQ aims to enhance our relationships with people with disability.

SLQ has partnered with the National Disability Recruitment Coordinator (NDRC) to work towards building a more inclusive environment. The NDRC will provide support by raising awareness in the workplace; developing and implementing best practice policies, procedures, tools and resources; identifying barriers which could prevent the employment of people with disability; individualised training for staff; and distributing vacancies to the network of Disability Employment Services.

The SLQ Disability Action Plan 2017 supports the Queensland Government’s obligations under the United Nations Convention on the Rights of Persons with Disabilities and aligns with the following key government policies and SLQ strategic documents:

Actions for 2017

SLQ’s Disability Action Plan 2017 acknowledges that people with disability must be at the centre when planning how to facilitate full inclusion and participation of people with disability in the services SLQ provides.

Implementation of the following actions will improve services to people with disability and enhance working relationships with partners.

Enable access

Investigate improvements to signage and wayfinding to SLQ (South Bank), based on the Arts Queensland Accessibility Audit.

Conduct an analysis of existing assistive/adaptive technologies provided by SLQ. Develop a report on identified gaps for the Executive Management Team, incorporating consultations from community visits in 2016.

Upgrade all front of house public access computers to enable additional assistive software products to be installed.

Implementation of identified compatible assistive technology hardware and software products (such as screen readers and voice recognition products) that provide essential accessibility to computers for those with significant vision, hearing, dexterity and mobility, language and communication disabilities.

Engage community

Develop new pages for SLQ website detailing all assistive/adaptive devices and services provided.

Promote library resources for people with disability through peak disability bodies and community organisations in a format that is accessible to all communities.

Circulate relevant collections and purchase new resources that enable public libraries and Indigenous Knowledge Centres to be more inclusive of people with disabilities.

Provide support to public libraries and Indigenous Knowledge Centres to develop and provide accessible and inclusive programs for people with disability.

Consult with assistive/adaptive technology service providers with a view to showcasing new technology as part of SLQ’s 2017 Digital Futures theme.

Trial the provision of an Auslan interpreter at four SLQ Business Studio forums and work with Deaf Services Queensland to promote forums to the deaf community.

Work in partnership with disability services organisations to deliver programs that develop and showcase the abilities of people experiencing a disability, for example key events such as Disability Action Week and International Day of People with a Disability.

Build capability

Continue quarterly meetings of SLQ’s internal Disability Action Plan Working Group to review Action Plan and coordinate reporting.

Implement the SLQ Reasonable Adjustment Policy and checklist to outline the processes for managers on managing disclosure and making reasonable adjustments.

Communicate and demonstrate SLQ’s commitment to people with disability, by promoting to staff Disability Action Plan 2017 actions.

Train staff in the use of assistive/adaptive technology.
